President Obama on Friday signed an order that starts putting into effect across-the-board budget cuts known as the “sequester” after he and congressional leaders failed to find an alternative budget plan.
The President, after an Oval Office meeting with the lawmakers, called the cuts “just dumb.”
He said they would slow the economic recovery and spoke emotionally about their impact on people who would feel the consequences of government layoffs and disruptions in public services.

The State Department released a draft environmental impact assessment of the controversial Keystone XL pipeline Friday, suggesting the project would have little impact on climate change, the Washington Post reported.
Canada’s oil sands will be developed even if President Obama denies a permit to the pipeline connecting the region to Gulf Coast refineries, the analysis said. Such a move would also not alter U.S. oil consumption, the report added.
